In terms of new energy vehicle power batteries, the "Opinions" clearly stated: strengthening the comprehensive utilization of industrial solid waste and other resources, encouraging the construction of industrial parks for high-value utilization of renewable resources, and promoting the clustering of enterprises, resource recycling, and high-end development of industries. Promote provinces and regions such as Shanxi, Sichuan, and Shaanxi to actively implement the extended producer responsibility system, strengthen the traceability management of new energy vehicle power batteries, and actively promote the construction of waste power battery recycling projects. 1、 Overall requirements

(1) Guiding ideology

  Based on the natural conditions, resource endowments, and industrial advantages of different regions in the Yellow River Basin, in accordance with the requirements of jointly promoting large-scale protection and coordinated governance, we will accelerate the optimization of industrial layout and structural adjustment, strengthen technological innovation and policy support, promote the transformation and upgrading of traditional manufacturing industries, improve resource and energy utilization efficiency and clean production level, and build an efficient and sustainable new pattern of green industrial development in the Yellow River Basin.

(2) Main objectives

By 2025, the green development level of industries in the Yellow River Basin will significantly improve, and the industrial structure and layout will be more reasonable. The relocation and transformation of hazardous chemical production enterprises in densely populated urban areas will be fully completed. The energy consumption, water consumption, and carbon emission intensity of traditional manufacturing industries will significantly decrease. The circular utilization of industrial wastewater, comprehensive utilization of solid waste, clean production level, and industrial digitization level will be further improved, and green and low-carbon technology and equipment will be widely applied, The level of green manufacturing has been comprehensively improved.

2、 Promote the adjustment of industrial structure layout

(1) Promote industrial optimization and upgrading

Resolutely curb the blind development of high pollution, high water consumption, and high energy consumption projects in the Yellow River Basin. For high energy consumption and high water consumption projects that have already saturated the market, the energy efficiency of main product design should be benchmarked against the energy efficiency benchmark or advanced level in key areas, and the water efficiency should be benchmarked against the advanced value or international advanced level of water quota. Strictly implement capacity replacement policies in industries such as steel, cement, flat glass, and electrolytic aluminum. Prohibit the construction of restricted products, processes, or devices in the Catalogue for Guiding Industrial Structure Adjustment. Strengthen constraints on environmental protection, energy consumption, water consumption, and other factors, and promote the withdrawal of outdated production capacity in accordance with laws and regulations. Promote the extension and supplementation of the industrial chain of coal, oil, and mineral resources development in the Yellow River Basin, promote deep processing of industries, and gradually complete the adjustment and upgrading of industrial structure. (2) Building a layout suitable for aquaculture industry

Implement the requirements of controlling the total amount and intensity of water use, energy consumption, and carbon emission intensity during the 14th Five Year Plan period, promote the intensive and green development of heavy chemical industry, and strictly control the new production capacity of the modern coal chemical industry. Accelerate the concentration of dispersed enterprises in the park, promote the cascade and recycling of energy resources. Steadily promoting the relocation and transformation of large and super large hazardous chemical production enterprises in densely populated urban areas of the Yellow River Basin. Promote the construction of new industrial projects in cities along the Yellow River such as Lanzhou, Luoyang, Zhengzhou, Jinan, and counties (cities, districts) along the main stream into compliant parks, and gradually relocate existing enterprises that meet the conditions into compliant parks. Promote the green and low-carbon transformation of important energy bases such as Ningdong in Ningxia, Longdong in Gansu, northern Shaanxi, and Haixi in Qinghai, and promote the clustering, greening, and park oriented development of industries such as chemical industry, coking, casting, and alumina in the Fenwei Plain. (3) Vigorously developing advanced manufacturing and strategic emerging industries

Carry out a special action for the development of advanced manufacturing clusters, and promote the cultivation of competitive advanced manufacturing clusters in the Yellow River Basin. Support the upgrading of demonstration bases for new industrialization industries in the Yellow River Basin. Promote the cultivation of a group of specialized, refined, and innovative "small giant" enterprises and single manufacturing enterprises in the field of industrial green development in the Yellow River Basin. Promote Lanzhou New Area, Xixian New Area and other new areas, as well as Zhengzhou airport Economic Comprehensive Experimental Zone to refine and strengthen the leading industry, rely on Shandong's new and old kinetic energy conversion core area, and build Jinan and Qingdao energy conservation and environmental protection industry cluster. Create a new engine for industrial development with low energy and resource consumption, low environmental pollution, high added value, and strong market demand, accelerate the development of strategic emerging industries such as new generation information technology, new energy, new materials, high-end equipment, green environmental protection, and emerging service industries, and drive the green and low-carbon development of the Yellow River Basin. Focusing on areas with strong industrial foundations in the middle and lower reaches of the Yellow River Basin, we will establish an industrial cooperation platform that effectively connects supply and demand, coordinates upstream, midstream, and downstream industries, and closely connects the innovation chain and supply chain of the industrial chain, promoting the upgrading of the industrial system and the reconstruction of basic capabilities. 3、 Promote the intensive utilization of water resources

(1) Promote water efficiency improvement in key industries

Encourage industrial enterprises, parks, and cluster areas in the Yellow River Basin to actively carry out water-saving assessments of production processes and equipment independently or entrust third-party service institutions. Based on water resource conditions and actual water use situations, implement industrial water efficiency improvement and transformation, promote water system integration and optimization, and achieve cascade water use, differentiated water use, multi use of one water, and cascade utilization. Vigorously promote advanced water-saving processes, technologies, and equipment such as efficient cooling and washing, wastewater recycling, and substitution of high water consumption production processes in the Yellow River Basin, and encourage enterprises and parks in the upper and middle reaches of the Yellow River Basin to prioritize the use of air cooling technology in new industrial circulating cooling systems. Focusing on key industries such as steel, petrochemicals, and non-ferrous metals, we will promote the creation of a batch of demonstration enterprises and parks for wastewater recycling in various provinces and regions of the Yellow River Basin, and improve the level of water reuse. (2) Strengthen the demonstration and leadership of industrial water efficiency

Accelerate the formulation and revision of industrial standards for water-saving management, water-saving enterprises, water quota, water balance testing, water-saving technology and equipment, encourage provinces and districts in the Yellow River basin to formulate local standards according to the actual natural conditions, encourage enterprises to carry out water audit, water efficiency benchmarking, and improve water efficiency. Promote green factories and green industrial parks in the Yellow River Basin to take the lead in meeting standards. Provinces and districts in the Yellow River Basin should rely on key industry water-saving evaluation standards to promote the creation of water-saving enterprises and parks, select water-saving benchmark enterprises and parks, and actively apply for water efficiency leading enterprises and parks. By 2025, 60 water-saving benchmark enterprises and 30 water-saving benchmark parks will be established in the Yellow River Basin, and 20 water efficiency leading enterprises and 10 water efficiency leading parks will be selected. (3) Optimizing the structure of industrial water use

Strictly manage the water quota for high water consumption industries and promote the development and utilization of unconventional water resources. Promote the cooperation between eligible industrial enterprises, parks, and municipal recycled water production and operation units in the Yellow River Basin, improve the recycled water pipeline network, connect the recycled water standards, and use the treated and qualified recycled water for the production of steel, thermal power, and other enterprises, reducing the amount of new water taken by enterprises. Create a batch of innovative pilot projects for efficient recycling of industrial and urban integrated wastewater, and summarize and promote the efficient recycling mode of industrial and urban integrated wastewater. Encourage the coastal areas in the lower reaches of the Yellow River Basin to directly use seawater as circulating cooling water, and increase the promotion and application of independent technologies and equipment for seawater desalination. Encourage provinces and regions such as Shanxi, Inner Mongolia, and Shaanxi to adopt suitable brackish water desalination technologies based on the characteristics of local brackish water, and supplement industrial production water according to local conditions. Encourage classified treatment and qualitative utilization of mine water in energy bases such as Longdong, Ningdong, Mengxi, Shaanbei, and Jinxi. Encourage enterprises and parks in the Yellow River Basin to establish and improve facilities for rainwater collection and utilization, rainwater and sewage diversion, effectively utilize rainwater resources, and reduce the amount of new water intake. 4、 Promote low-carbon transformation of energy consumption

(1) Promote energy efficiency improvement in key industries

Promote the upgrading of energy-saving technology and processes in key energy consuming industries, encourage enterprises in industries such as power, steel, non-ferrous metals, petrochemical and chemical industries in the Yellow River Basin to carry out energy-saving transformation of main energy consuming links and equipment, orderly promote technological and process upgrades, utilize advanced energy-saving technology and equipment such as high-efficiency heat exchangers and heat pumps, and reduce the loss of waste heat resources. Promote the implementation of the Sichuan Short Process Steel Leading Project. Accelerate the promotion of technologies such as internal circulation of sintering flue gas, uniform pressure gas recovery at the top of blast furnace, and one can of molten iron to the bottom. Encourage provinces and regions such as Qinghai and Ningxia to develop heat storage molten salt and supercapacitor technology, and cultivate new types of electric energy storage equipment. Implement the "leader" action in energy efficiency, select and publish a list of "leader" enterprises and energy efficiency indicators, guide enterprises in the Yellow River Basin to benchmark and meet standards, and improve energy efficiency levels. Focusing on industries such as steel, ferroalloy, coking, and modern coal chemical industry in the Yellow River Basin, we will carry out industrial energy-saving supervision, strengthen supervision and inspection of the implementation of energy-saving laws, regulations, and mandatory energy-saving standards. Organize the implementation of industrial energy-saving diagnostic services, help enterprises and parks in the Yellow River Basin tap into energy-saving potential, and propose energy-saving transformation suggestions. (2) Implement carbon reduction technology transformation and upgrading

Focusing on key industries such as coal chemical industry, non-ferrous metals, and building materials in the Yellow River Basin, carbon reduction in the production process is achieved through process reduction, process reduction, and raw material substitution. Strengthen the promotion and application of green and low-carbon process technology and equipment, and improve the level of green and intelligent technology and equipment in key industries. Promote the transformation of energy-saving and carbon reduction technologies for existing projects in key industries. Compare energy efficiency benchmarks and benchmark levels in key industries to carry out the formulation, revision, promotion and application of standards in relevant fields. Encourage provinces and regions in the Yellow River Basin to develop green and low-carbon materials, and promote carbon reduction throughout the entire product lifecycle. Explore proactive carbon reduction pathways such as low-cost carbon dioxide capture, resource conversion and utilization, and storage. Give full play to the demonstration and leading role of large enterprise groups in the Yellow River Basin, and implement a number of major projects with outstanding carbon reduction effects and strong driving force in major carbon emission industries, as well as renewable energy applications, new energy storage, carbon capture, utilization, and storage. (3) Promote the efficient utilization of clean energy

Encourage the application of alternative energy sources such as hydrogen energy, biofuels, and waste derived fuels in industries such as steel, cement, and chemical engineering. Taking into account the industrial foundation, market space, and other conditions, we will orderly promote green hydrogen production in provinces and regions such as Shanxi, Inner Mongolia, Henan, Sichuan, Shaanxi, and Ningxia, accelerate coal reduction and substitution, steadily and orderly layout hydrogen energy industrialization application demonstration projects, and promote the coupling development of renewable energy hydrogen production and modern coal chemical industry in Ningdong. Improve the electrification level of industrial terminal energy use, and accelerate the promotion and application of alternative process technology equipment such as electric kilns, electric boilers, and electric power in industries and regions with conditions in the Yellow River Basin. By 2025, the proportion of electricity in industrial terminal energy consumption will reach around 30%. Support the development of rooftop photovoltaics, intelligent photovoltaics, decentralized wind power, diversified energy storage, efficient heat pumps, etc. in areas rich in wind and solar energy such as Qinghai and Ningxia. Carry out the construction of industrial green microgrids in Henan and other provinces and regions, promote the efficient and complementary utilization of multiple energy sources, and provide high-quality clean energy for industrial enterprises in the Yellow River Basin. 5、 Promoting the Greenization of Traditional Manufacturing Industry

(1) Promote the construction of a green manufacturing system

Continuously promote the construction of green products, green factories, green industrial parks, and green supply chain management enterprises around key industries and important fields in the Yellow River Basin, and encourage provinces and districts in the Yellow River Basin to create a list of green manufacturing benchmark enterprises in their respective regions. Promote leading enterprises in industries such as automobiles, machinery, electronics, and communication in the Yellow River Basin, integrate green and low-carbon concepts into the entire process of product design, raw material procurement, production, transportation, storage, use, and recycling, and promote the green and low-carbon development of the entire supply chain. Encourage the innovation and integrated application of green manufacturing technology in the Yellow River Basin, fully rely on existing platforms, improve the level of online green manufacturing public services such as information exchange and transmission, demonstration case promotion, and actively cultivate a group of green manufacturing service suppliers, providing enterprises and parks with systematic solutions such as product green design and manufacturing integration, factory digital green improvement, and serving other industries in a green manner. (2) Strengthen the comprehensive utilization of industrial solid waste and other resources

Promote the comprehensive utilization of industrial solid waste such as tailings, fly ash, coal gangue, smelting slag, red mud, and chemical slag in the Yellow River Basin, actively promote the construction of demonstration bases and backbone enterprises for the comprehensive utilization of bulk solid waste, and expand channels for the comprehensive utilization of solid waste. Explore the establishment of a development model for the comprehensive utilization of industrial solid waste based on regional characteristics, and build a number of industrial resource comprehensive utilization bases. Vigorously promote the disposal of industrial solid waste in remote industrial parks in the upper and middle reaches of the Yellow River Basin, focus on improving the comprehensive utilization rate of bulk industrial solid waste in provinces and regions such as Inner Mongolia and Ningxia, promote the research and development of large-scale utilization technologies for complex and difficult to use industrial solid waste in downstream areas, and encourage multiple measures to simultaneously improve the comprehensive utilization rate of industrial solid waste. Encourage leading enterprises in environmental protection equipment to form innovative alliances with joint participation of industry, academia, research, and application based on environmental governance needs and typical application scenarios, and focus on solving hot and difficult environmental governance issues in the Yellow River Basin. We will carry out clean production transformation in key industries, with a focus on provinces and regions such as Henan, Shaanxi, Gansu, and Qinghai. We will guide enterprises in key industries such as steel, petrochemical, and non-ferrous metals to promote the application of clean production technology and advanced and applicable environmental protection governance equipment. 6、 Promote the digital upgrading of industries
